Peter Sandy was an '80s reggae singer based
out of Vancouver, by the look of it. I couldn't track down much in
the way of information about him, but the liner notes help a
bit:

"Lovely Baby," the first song on the album
and also the best, is an exuberant paen to the pretty ladies of
Vancouver, Canada, Dominica and the Caribbean. "I Want To Be
Somebody" is a slightly moodier piece with some slick guitar work
and off-kilter trumpet fills towards the end. And "Mr. D.J." is a
classic reggae party tune centered around a simple-but-catchy
bassline.
